The Minutes of the Public Meeting held on Wednesday 13th December 2006 at 7.30pm
in Winkleigh Community Centre

The Chairman opened the meeting welcoming the large number of parishioners in attendance. The Chairman outlined the current position in connection with PPL's appeal against TDC's refusal of the WINBEG planning application and advised of the deadlines for comments to the Planning Inspectorate.

The Chairman informed the meeting that the Parish Council had held an extraordinary meeting on 6th December 2006 to consider the Parish Council's response to the appeal notice. The Chairman advised that due to a technical issue a motion made at that meeting was invalid and stated that the proposal needed ratification. Cllr Bowers proposed " that the Parish Council respond to the Planning Inspectorate stating that they reiterate their original objections and send a copy for reference, that the Parish Council request the opportunity to speak at any hearing and further that a request for the hearing to be held in Winkleigh is made: 2nd Cllr King: All in favour: MOTION CARRIED.

The Chairman gave an update of the actions already taken by the Parish Council advising that copies of the Parish Council's two detailed response documents were available for members of the public on request. The Chairman stated that TDC intends defend its position strongly and has stated that they intend to employ a Barrister and technical expert to help defend their refusal of the Peninsula Power application.

The meeting was then opened to the public. No formal minutes were taken but the following points were raised and broadly discussed:

It was raised that the original letters of objection to the PPL application are not on TDC's website only those received in response to "new information" in 2005. The Chairman had responded that everyone should reiterate their original comments to the Planning Inspectorate before the deadline.

Cllr Bowers proposed that the confusion over the statements made by TDC is unacceptable and that a letter should be sent to TDC requesting firm clarification of the situation and requesting an assurance that all the letters of objection received by TDC are sent to the PI. Copies to the District Councillor, County Councillor, MP and Audit Commission " - 2nd Cllr King: All in favour: MOTION CARRIED.
Further discussions covered the number of copies of objection letters individuals are required to provide to the PI and it was confirmed that on-line submissions to the PI are acceptable. It was also raised that Parish Council should request that the hearing itself is heard in Winkleigh to allow full participation of the community.

Following a query it was confirmed that they Parish Council had been in contact with neighbouring Parishes in connection with the Enquiry and it was noted that High Bickington and Beaford PC's have requested the opportunity to speak at any hearing.

It was stated again that it was essential that all objections are made to the PI before the deadline for comments.
