The Minutes of the Extrodinary General Meeting held on Wednesday 13th April 2005 7.30pm
in Winkleigh Community Centre

 

Cllrs Present: Stutt, Cowle, Bowers, N.Turner, Hodgson, Griffiths, de Louvois & J.Turner

S1.4.5. MATTERS ARISING

The Chairman opened the meeting explaining that the Cllrs had all received a copy of the traffic group report and recommendations for consideration prior to the meeting. The Chairman explained that DCC Highways and the Police had recommended that the PC first consider the report and agree the measures that the Parish Council would support were funding not an issue. The Chairman suggested that initially the Cllrs look at the general aims of the report and agree the concerns prior to considering the proposed solution. Cllr J Turner stated that he felt the Cllrs must consider the consequence of some of the proposed changes and identify if there would be any potential problems elsewhere should the changes be implemented. Cllr Hodgson said he was concerned about the introduction of new "unsuitable for HGV" signs on Townsend Hill as this is the approved route for HGV traffic to Hatherleigh. Mr Bowers from the Traffic Group stated that not all of the HGV traffic using this route is going to Hatherleigh and this is why the new signs would be required. Cllr Hodgson responded that this may be the case and if so it is a violation of existing traffic regulations but said that advising that this route was "unsuitable" could cause confusion and mean that HGV's may try to use less suitable routes through to Hatherleigh.

A long discussion took place about how to discuss the traffic report. The Chairman said that a number of concerns had been debated at previous meetings and suggested that the Cllrs debate only the proposed recommendations in the report that they do not agree with. A number of Cllrs voiced concerns about this and stated that they wished to run through the recommendations in order.

EGGESFORD ROAD

i) As you enter the road from Wembworthy change from 30mph to 20 mph
There were concerns about enforcement and Cllr Hodgson stated that he believed that there would be additional signage required which he felt would be inappropriate.
Voting: 6 for, 0 against, 1abstention : MOTION CARRIED

ii) At the point where there is a change in the road's gradient (near "Makuti") a 'pinch point' narrowing of the road to single file with priority to traffic from Wembworthy
Voting: 4 for 3 against, 1abstention : MOTION CARRIED
iii) At the junction with the A3124, the narrow top end, paint white hatching around the existing "Keep Clear" signs.
Voting 5 for, 2 against: MOTION CARRIED

iv) Indicate a Pedestrian walkway with a solid white line (as per the bridge in North Tawton)
Voting 5 for, 1 against: MOTION CARRIED

v) Widen the entrance onto the A3124 by moving the kerb northwards (up the hill) a little.
Voting: All in favour: MOTION CARRIED

vi) Eggesford road /Exeter road/A3124 cross roads to be controlled by a set of traffic lights.
Voting: 0 for: 6 against: MOTION FAILED

A3124 (bypass)/ B3220 JUNCTION

A sign pointing towards the bypass indicating Okehampton and North Tawton rather than Broadwoodkelly.
Voting: All In Favour: MOTION CARRIED

WINKLEIGH COURT/ ENTRANCE TO THE VILLAGE / A3124

i) A 20mph sign on entering the village

ii) Change the "Exeter"(only)sign to also include Okehampton & North Tawton
Voting: All In Favour: MOTION CARRIED

A3124/ from WINKLEIGH COURT to the 30mph LIMIT beyond the Sports Centre

i) Move the Winkleigh Village sign from its present location to adjacent to the 30mph limit sign
Voting: All In Favour: MOTION CARRIED

ii) Make a pedestrian crossing ( level with the road surface) out of different colour or texture tarmac so that it is visually apparent, together with appropriate signage
Cllr de Louvois said he felt a full zebra crossing would be appropriate in this location
Cllrs discussed and agreed that a pedestrian crossing of some type would be appropriate at this location

iii) Set up a flashing 30mpg (as per Sampford Courtney)

iv) Cllrs discussed the need for street lighting from Court Walk to the Sports Centre

PARKING

i) In the Square: Paint white hatching around the existing "Keep Clear" signs.
Cllr N Turner stressed that Winkleigh Square was a conservation area and that a lot of money had been spent in the past on putting all the street light cables underground. He stated that he felt that the character of the Square would be compromised by increasing the painted areas.
Voting: 4 for, 3 against: MOTION CARRIED

ii) Paint a new "Keep Clear" sign at the northern end of the South Street, between Londis and the Post Office
Voting 2 in favour, 5 against: MOTION FAILED

iii) Indicate a parking area to the East of the Kings Arms by use of a slightly raised, different coloured or textured tarmac, to accommodate 6 to 8 cars.
Cllr N Turner again raised his concerns about the impact on the conservation area.
Voting: 1 for 6 against: MOTION FAILED

iv) The playground of the community Centre and the a possible car parking
Cllrs Hodgson stated that this area was currently the playground for the pre-school and that no alternative use for this area would be appropriate until the pre-school has been relocated.
Voting: 0 for: MOTION FAILED

v) The area at old Chulmleigh road (Recycling Centre) behind the Castel Mound as a possible car park area.
Voting: All In Favour: MOTION CARRIED

COOPERS HILL

i)Change the priority to Coopers Hill -Lower Town from the previous priority to Exeter Road.
Voting: 0 for: MOTION FAILED

ii) An Alternative could be a painted roundabout.
Cllrs agreed that there was a problem in this area of the village. Cllr Hodgson said he felt that the change in priority could cause problems and suggested consideration of no priority from either road with all vehicles having to stop.

Cllrs proposed that highways are made aware of the problems at this junction and that a solution needs to be investigated including the possibility of a painted roundabout or a no priority junction with 4 way give way system.

HATHERLEIGH ROAD

i) Change the 30mpg limit to 20mph
Voting: All In Favour: MOTION CARRIED

ii) "20mph" to be painted on the road, particularly outside Kingsley Plastics factory entrance
Voting: 4 for, 3 against: MOTION CARRIED

iii) "SLOW" to be painted on the road wither side of the factory
Voting: All In Favour: MOTION CARRIED

SECKINGTON CROSS

i) The destination signs to have additional direction arm (to the south) reading "Hatherleigh and Monkokehampton"
Voting: All In Favour: MOTION CARRIED

ii)The "Exeter"(only) sign to have "Okehampton" and "North Tawton" added
Voting: All In Favour: MOTION CARRIED

iii) Looking South (towards Winkleigh), the HGV limit sign adjacent to the Café to be moved a few metres to the right to make it more immediately visible.
Voting: All In Favour: MOTION CARRIED

iv) A blue and white "unsuitable for HGV's" sign to reinforce existing HGV sign
Cllr Hodgson restated his concerns about the use of these signs as they are contradictory to the existing sign which is enforceable.
Voting: 1 for,4 against, 2 abstentions: MOTION FAILED

v) Designate a Pedestrian way from "Four Seasons" to the village with a solid white line on one side of the road (as per bridge in North Tawton)
Voting: 6 for, 2 against: MOTION CARRIED

IN THE DIP, JUST SOUTH OF GOODLEIGH HOUSE

At the Winkleigh village sign - a pinch point narrowing of the road to single file with priority given to traffic leaving the village (as per High Bickington) with associated signage.
Voting: 5 for, 3 against: MOTION CARRIED

FOLLEY (PINK) COTTAGE

i) Change the 30mph limit to 20mph
Voting: All In Favour: MOTION CARRIED

ii) Change the direction sign to read "Monkokehampton" and "Hatherliegh" removing any reference to North Tawton
Cllrs discussed and Cllr Hodgson stated that he felt that at this stage if someone was using this route to get to North Tawton it was too late and removing reference to North Tawton could result in traffic inadvertently entering the Square which would be counter productive.
Voting: 0 for: MOTION FAILED

iii) A "Village Only" sign to the left (looking south) of the cottage
Voting: All In Favour: MOTION CARRIED

TORRINGTON ROAD

Traffic calming with half islands and plastic bollards (Beaford style), a couple of sites until Clotworthy is reached.
Cllrs debated at length. Cllr J Turner said that this road is already narrow in places and that it is used by larger vehicles such as HGV's and oil deliveries. Cllr Hodgson also stated that there must be consideration of the impact of restrictions on the day to day life of parishioners using the roads.
Voting: 6 for 2 against: MOTION CARRIED

TORRINGTON ROAD/EXETER ROAD /HATHERLIEGH ROAD/TOWNSEND HILL CONFLUENCE

A "Sampford Courtney" style painted roundabout with associated dashed white lines and signs.
Cllrs agreed that there was a problem here but there was general concern that this recommendation would not adequately address the issue. Following a long debate it was proposed that highways are made aware of the problems at this junction and that a solution needs to be investigated including the possibility of a painted roundabout or a no priority junction with 4 way give way system
Voting: All In Favour: MOTION CARRIED

TOWNSEND HILL

i) Move the "school" sign up the hill in order to give motorists earlier warning.
Voting: All In Favour: MOTION CARRIED

ii) Just South of the school turn off a "pinch point" narrowing of the road to single file, with priority to traffic coming up the hill (as per High Bickington)
Voting: 4 for 3 against: MOTION CARRIED

iii) A Pedestrian walkway, indicated by a solid white line (as per North Tawton style) from the top of the hill to the school entrance
Cllr J Turner stated that he felt that a proper pavement for pedestrians would be moiré appropriate at this location.
Cllrs agreed that a formal footpath would be preferable or alternatively a painted solid white line: Voting: All In Favour: MOTION CARRIED

MILLWOODS ESTATE ENTRANCE

Seal off "no entry" section with lockable bollards, giving the keys to Kingsley Plastics for whenever they need to use this exit/entrance
A number of concerns were raised including that larger vehicles other than those from Kingsley Plastics use this section of road
Voting: 0 in favour: MOTION FAILED

BOTTOM OF TOWNSEND HILL/ JUNCTION WITH A3124

i) A blue "unsuitable for HGVs" sign to reinforce the existing HGV sign.
Cllr Hodgson said that the PC had already discussed this recommendation for a different site in the Village and that his concerns stood.
Voting: 2 for, 5 against: MOTION FAILED

ii) Change the 30mph limit sign to 20mph
Voting: : All In Favour: MOTION CARRIED

iii) A Pedestrian walkway , indicated by a solid white line from the bypass to Millwoods estate.
Cllrs discussed and agreed that a pedestrian walkway is desirable at this location and that preferably this would be in the form of a formal footpath or alternatively a solid white line.
Voting: :All In Favour: MOTION CARRIED

Having discussed all the recommendations in the Traffic Report the Cllrs also discussed an area of concern outside the Primary School along Farmer Frank's Lane. It was agreed that this item would be raised with DCC when a meeting can be arranged.

The Clerk informed Cllrs that she had received a letter from the owner of Keswick House regarding damage to her property in Winkleigh Square which Cllrs had agreed to discuss at this Extraordinary Traffic meeting. Cllrs discussed and it was suggested by Cllr Bowers that this matter is also raised with DCC when a meeting has been arranged.

There being no further matters to discuss the meeting was declared closed at 9.30pm
