Notes from the Open Meeting held on Saturday 2nd
October 2004 7.30pm
in Winkleigh Community Centre |

| Cllrs Present: Stutt, Griffiths, J.Turner,
Cowle, Bowers, Hodgson & De Louvois. Cllrs Apologies: King, N.Turner, Colgrave & Camilleri The meeting was attended by a large number of the public. The Chairman opened and addressed the meeting. The Chairman publicly thanked Cllr King for her work on the preparation of and her time spent at the exhibition held during the day. The Chairman also thanked all those Cllrs and residents who had contributed to the exhibition. The Chairman outlined the purpose of the days events stating that it was an opportunity for the community to have access to the current available information and also an opportunity for the Councillors to hear all views to inform the PC when addressing the imminent planning application. The Chairman then gave an update of the current position. The meeting then moved into a question and answer session. A large number of questions were asked on a variety of issues many of which were addressed by either Cllrs or representatives from WCWP. The following questions could not be addressed at the meeting and will require further investigation: |

Does the PC have any alternative plans for Winkleigh
Airfield? Why must the PC remain neutral in its position regarding the application when SWRDA are financially supporting the project yet both are statutory consultees? How will the PC ensure that all the agencies/consultees involved are made fully aware of and understand the results of the UMIST survey? Were the PC aware of PPL's press release indicating that there would be no chimneys? |
| The meeting then moved into a new area of
discussion this being comments that the community would like the PC to
take into account when dealing with the planning application. |

| 1 | At least one of the consultants commissioned by PPL to complete a report on the WINBEG proposal had supported PPL on their website prior to carrying out the report. |
| 2 | Concerns raised over response times for emergency services. |
| 3 | Could the PC investigate how the original B3220 was upgraded to the A3124 without any major upgrade of the road itself being actioned. |
| 4 | Will the PC meet with John Wilde (Highways) to discuss traffic implications? |
| 5 | Will the PC try to establish the true Fossil Fuel Trade Off?, and if so how will they insure that all consultees will be made aware? |
| 6 | Will SWRDA assist the PC with funding to investigate the information? |
| 7 | Does PPL have an exit strategy? How much protection is there in the plan for restoring the land should the project fail ? |
| 8 | Have the PC clarified if they are a Statutory consultee? |
| 9 | Will the PC use information regarding new legislation regarding "Quality of life"? |
| 10 | How will the PC ensure that all surrounding Parishes are aware of the proposals? |
| 11 | Should the PC be looking at a smaller scheme that would meet government targets but would better suit Winkleigh than the current proposals? |
| 12 | Will the PC be contacting the chip board factory at South Molton to determine the impact to their business? |
| 13 | Will the PC request additional information regarding the EIA should all the issues not be covered? |
| 14 | Will the PC acknowledge the particular situation for the residents of Four Seasons who are living in close proximity to proposed site? |
| 15 | Close liaison with the Water authority must form part of the PC's investigation as there are concerns about water requirements for the proposal |
| 16 | Close liaison with the Tourism Board must form part of the PC's investigation. |
| 17 | Have the PC made enquiries into the Education Authority's opinion of this proposal? |
| 18 | What is the strategy regarding black bags? PPL have stated that they will not use black bags as a fuel but concerns were raised regarding a possible change of ownership in the future. |
| 19 | Would the PC ensure that consideration is given to the impact on the flora and fauna of the area? |
| 20 | Would the PC investigate concerns over the impact of increase large traffic movements on the structure of the numerous cob buildings effected by this proposal? |

The Chairman thanked everyone for their comments and further stated
that if there was anyone who felt they had been unable to speak at the
meeting or following the meeting had further points they wished to raise
please could they contact any councillor. |
